TEMPO Interactive, Jakarta:The National Independent Team for Bureacratic Reforms said that there were too many civil servants (PNS), so, the government has been asked to reduce the number of employees and implement a moratorium on recruitment.
The increase in the number of civil servants is not in proportion to the improved public services, said team leader Erry Riyana Hardjapamekas at a press conference after a meeting at the vice presidents office in Jakarta yesterday.
Hardjapamekas added that the moratorium must be implemented no later that within the next six months during which a comprehensive examination will be carried out to improve the employees recruitment system and prevent leakages. Positions have been a bribable commodity at the regional level. The independent team believes that an uncontrolled management and recruitment system will have a dangerous impact on public services.
The team on bureaucracy reforms consists of government and non-government figures, scholars and businessmen, such as the National Committee on Government Policy (KNKG) chairman Ahmad Damiri, University of Indonesia Professor Eko Prasojo, and Gadjah Mada University Professor Sofyan Effendi. The team is tasked with providing an evaluation for the Bureaucratic Reforms Steering Committee, led by Vice President Boediono.
Hardjapamekas said that the team also conveyed three alternatives for civil servant reduction to Boediono. The first option is early retirement. A second alternative is an employee retraining program among closely related ministries in order to obtain skilled workers. Finally, employee reduction can be done by removing ineffective positions. They still have to come to the office but they will not have any job description and are not allowed to disturb other employees. This will be done pending their retirement, said the former Corruption Eradication Commission (KPK) chairman.
