kpk KPK Asked to Act Firmly Towards Political Corruption

TEMPO Interactive, Jakarta:The corruption cases handled by the Corruption Eradication Commission (KPK) has exposed corruption at the House of Representatives (DPR) as well as in the government. The KPK must act firmly against politicians, who mostly come from political parties and local officials. This is especially the case since the discussions on budgets is never transparent at the DPR, said Corruption Watch (ICW) Political Researcher Abdullah Dahlan at a discussion on Overcoming the Regional Representatives Council Budget Mafia in Jakarta yesterday.

A National Mandate Party member of the DPR, Wa Ode Nurhayati suggested that discussions on budgets should be more transparent. Closed working sessions tend to lead towards corrupt activities. She gave as example, the case involving Abdul Hadi Djamal and Bulyan Royan.

The Indonesian Parliamentary Watchdog Coordinator Sebastian Salang said that the budget mafia existed because political parties are not independent in their financing. Many politicians are made to contribute funds to their parties. There is also the costly regional election campaign. The candidate must deposit money upon registration, said Salang. Once the he or she is elected, the government official will then try everything to get his money back, usually within two years of being elected.

KPK Deputy Chairman Haryono Umar corroborated the alleged budget mafia practice. He said officials at the regional level have allocated 40 percent of the regional budget for themselves. The rest was tendered, Umar added.

Umar further said that such behavior is are sure be of disadvantage to state finances. A regulation of the Finance Ministry, for example, may potentially give rise to extortion and bribery. The cause is the lack of certainty but at the same time of transparency of the regulation. Many regional officers still have to communicate with the ministrys officers, and the central authorities may take advantage of this, said Umar.
